Typically the Texas Department of Public Safety designates a temporary
"Z" prefix before the license number of companies which have not
completed the licensing process.
The "Z" prefix is amended to an "A" prefix once the P.I. license has
been awarded.

Accounting firms do not have to get PI licenses. Neither do attorneys nor paralegals.

Actually, the CPA exemption loophole has been closed.
Please see H.B. 2833 page 18 - line 26:
(14)a person or firm licensed as an accountant or
accounting firm under Chapter 901, an owner of an accounting firm,
or an employee of an accountant or accounting firm while performing
services regulated under Chapter 901;

The attorney exemption (and by extension, the paralegal
working under the attorney's direct supervision)
verbiage remains unchanged:
(9)an attorney while engaged in the practice of law;

However, the exemptions have been clarified as follows:

(14)(c)The exemptions provided by Subsection (b) apply only to
a person described in that subsection while the person is
performing services directly related to and dependent on the
provision of the exempted service that does not otherwise require
licensing under this chapter. The exemptions do not apply to
activities or services that are independent of the service or
profession that is the basis for the exemption.

H.B. 2833 amends Section 1702.324, Occupations Code,
as amended by Chapters 518, 728, 1102, and 1155,
Acts of the 79th Legislature, Regular Session, 2005,
by reenacting and amending Subsection (b) to specify
individuals this section does not apply to, and by
adding Subsection (c) which provides that the exemptions
provided by Occupations Code Section 1702.324,
Subsection (b) apply only to a person described in that subsection
while the person is performing services directly related to and
dependent on the provision of the exempted service that does not
otherwise require licensing under this chapter.
Occupations Code 1702.324 (c), as added by this Act, provides that
the exemptions do not apply to activities or services independent
of the service or profession that is the basis for the exemption.
