I am told by our Summation consultant and our Practice Support people
that Summation 2.8 is flawed and we should wait for the next version.
When I was working at dataflight I heard the same story from people who
argued Concordance 8 was flawed and they preferred 7.3.

The same people did not realize that every time they broke the 4GB
limitation of the IVT file in 7.3 their attorneys were searching
against an incomplete set of documents.

Is there anyone with solid pros and cons between Summation 2.6 and 2.8?
Personnally, I've been begging my IT department since last October to
make the move so that our attorneys can use tags, along with more
functionalities in the back end.

I'd encourage you to wait for Summation 2.81 rather than going with 2.8 now.
I've suggested to my clients that they stick with 2.72 rather than go to
2.8. As much as those tagging and foldering issues are anxiously
anticipated, there are other issues, including some problems with highly
customized databases, global editing and, to me, the way they've implemented
some of the issue tagging that are problematic. I know that they are
resolving several problems. As to when 2.81 (or whatever they call it) is
coming out, I don't have any inside info but I'd guess certainly by the end
of the year.

It is my understanding from "inside" that 2.8.1 is due for release any time now. They were targeting end of June. I was told but CT that I should wait for 2.8.1 before upgrading because of issues that Cheryl so succinctly described. I also understand that another release of 2.8 will come out towards the end of the year. That tells me that the critical issues will be resolved first and usability and suggested changes are more difficult "fixes" and well take more time.
